If you’re already playing World of Warcraft on the day you posted this question (I’m reading it on Dec. 08, 2008), you don’t have to install the Burning Crusade disc because the patches for Burning Cursade are already installed.

However, you still can’t access Burning Crusade content like the Outlands or make Blood Elf or Draenei characters until you upgrade you account with a Burning Crusade keycode or CD keys.

The same goes with Wrath of the Lich King. If you’re playing basic World of Warcraft now, it is already patched all the way up to the current content. You just can’t access it with a basic World of Warcraft account. It is the account that has to be upgraded, to Burning Crusade 1st, then to Wrath of the Lich King.
