Congress tried lowering all such laws to 18 when they changed the voting age. It was subsequently seen that 18-21 year old’s were not responsible enough to to handle alcohol therefore one state after another changed it back to 21. This was especially decided because of the number of DWI’s among that age group was abnormally high.
Please note also voting age is a Federal Statute, Alcohol enforcement is up to the states.
