When a big project goes bad, it is often subsequently discovered that an office psychopath was involved ?
Is that office psychopath often then discovered to have had a criminal record implying they would have warranted supervision.

This is possible. However criminals or psychopaths do not warrant supervision for something they did in the past. Not all employers do criminal background checks on their new employees and should not have to. Many psychopaths and criminals hold very high, even elected positions. How many elected officials had a criminal background check done before their names were put on the ballot? How many had their records expunged before running for office? It is no more realistic to supervise an employee who knows what he is doing than it is to supervise a governor or even the president. If a person wants to do something wrong no amount of supervision is going to stop them.

When a country, such as the USA, and a planet, generally, go bad, is it because "both" are run by psychopaths? Why yes, actually. For the benefit of themselves, the cabal that runs the Earth, and their friends and relatives. We "peasants" are just out of luck, i guess
